Telegram to Provide User Data to Authorities, Sparking Privacy Concerns

CEO Pavel Durov announced that the platform will now hand over users' IP addresses and phone numbers to authorities with valid legal requests or search warrants. Durov stated that this move is intended to discourage criminal activity, as a small percentage of users engaging in illicit activities tarnishes the platform's reputation and jeopardises the interests of its large user base.


Despite denying the charges, Durov has spoken out against the authorities' attempt to hold him accountable for crimes committed by others on Telegram. Critics have expressed concern that Telegram could be a hub for misinformation, child exploitation, and extremist content, in part because its group size limit is up to 200,000 members, as opposed to WhatsApp's 1,000-member limit.


Following Telegram's ban on state-issued devices in Ukraine and investigations into far-right channels inciting violence, Durov's arrest has sparked debate about the future of online free speech protections. John Scott-Railton of the University of Toronto's Citizen Lab emphasised the growing concern among communities about Telegram's policy shift. The platform's reputation as a safe haven for political dissidents is now under scrutiny, particularly in repressive regimes where cooperating with authorities could be risky.


While Telegram has implemented a team of moderators and AI tools to address problematic content, cybersecurity experts are sceptical of its effectiveness in combating extremist and illegal content. Daphne Keller from Stanford University's Centre for Internet and Society emphasised the importance of Telegram proactively removing illegal content and notifying authorities of serious violations, such as child sexual abuse material. Concerns remain about whether Telegram's measures will satisfy law enforcement's requests for investigation and communication data.
