U.S. President Donald Trump has made a significant move by revoking a 2023 executive order signed by Joe Biden. The order aimed to mitigate the risks associated with artificial intelligence for consumers, workers, and national security. Biden's directive mandated developers of AI systems posing risks to U.S. interests to share safety test results with the government before public release, aligning with the Defense Production Act. It also required agencies to establish testing standards and address various risks, including chemical, biological, radiological, nuclear, and cybersecurity threats.
The decision to revoke Biden's executive order comes amidst a lack of legislative framework in the U.S. to regulate AI development. The 2024 Republican Party platform has pledged to repeal the order, citing it as a barrier to AI innovation. The platform emphasised supporting AI development that upholds principles of free speech and human progress. Generative AI, capable of producing text, images, and videos based on prompts, has generated both excitement and concerns regarding potential job displacement and other adverse impacts.
Recently, the U.S. Commerce Department imposed new restrictions on the export of AI chips and technology, a move that faced criticism from industry players, including companies like Nvidia. In a separate executive order issued last week, Biden focused on providing federal support to meet the substantial energy demands of rapidly expanding advanced AI data centres. The order proposed leasing federal sites owned by the Defense and Energy departments for this purpose, aiming to bolster the infrastructure supporting AI advancements.
